Christopher E. Powell, III

Prior to starting Contract Acquisition Partnership, LLC (CAP), Mr. Powell was the Vice President and COO of two Small Minority Business Enterprises, and the Director of Business Development for a high-profile Small, Minority, Woman-Owned business. He has extensive knowledge of multiple acquisition regulations including Federal (FAR), Defense (DFAR), Code of Federal Regulations (CFR) White House OMB, and Spend Under Management Guidelines (SUM). With more than 30 years of occupational experience in the Federal, State, Municipal and Commercial competitive contracting arenas, achieving successful outcomes for his clients, and internal and external stakeholders. Chris is a master strategist of sourcing and category management, FFP, T&M, Cost-Plus, and various contract types, including negotiated, sealed bid, and set-aside contracting. Chris has a demonstrated track record of knowing what it takes to acquire and successfully execute contract within the Government and Commercial, product and service business environments. During his career in the competitive acquisition market, Chris has achieved contract award values in excess of $4 Billion with agencies such as DOD (Army, Navy, Air Force, Marine Corps), DODDS, The White House, The Pentagon, The U.S. State Department, NASA, IRS, DOL, the General Services Administration (GSA), and many other Federal, State, and Municipal agencies, domestically, and overseas.

More than 20 year's direct experience as an acquisition compliance professional, in the Federal, State, Municipal and Commercial competitive contracting arenas, specializing in Federal Acquisition and Contract Management. As a SME in Compliance and Program Management, Lisa skill lies in the identification of Key Performance Indicators (KPIs) and deliverables, to plan and execute strategies to ensure timely performance, adherence to regulatory and business contract terms and conditions, and organizational compliance. Mrs. King has held long-term leadership roles in emerging small and minority firms and large corporations. She has managed Contract, Supplier Diversity, and Mentor Protégé / Joint Venture program compliance over the last 10 years. Lisa has successfully acquired Solicitations and Requests for Proposals, aiding in the development of narrative responses and Agreements, resulting in the award of over $2.6 Billion in Unrestricted and $1.45 Billion in Small Business Set-Aside construction including MATOC/IDIQ contracts, subsequently creating over $700 Million in IDIQ Task Order Contract Awards, achieving an "Acceptable" rating of all eSRS.gov Reports and SBA Compliance Reviews. A SME in industry best-practices, regulatory compliance, capture management, contracting vehicles, proposal management, contract performance management, supplier diversity and inclusion and outreach, and strategic teaming programs and agreements. Mrs. King has been recognized by the U.S. Small Business Administration (SBA), and the DoD Office of Small Business Programs for her talents and dedication to further Small and Minority business participation in the competitive contracting arena.
